Dual monitor lock screen windows 10

Now, everything gets put back onto my primary monitor every time I power off #2. More importantly, applications that were on the secondary monitor stayed on the secondary monitor when I powered my screens off. Previously, Windows acted like the secondary monitor was still attached I could move windows to that screen, and the Display Settings screen would show two monitors still. The problem is, whenever I turn off the new monitor, The other monitor flashes, and Windows acts like I've only got one monitor connected. It's paired with a Viewsonic 22' 1080 (connected via DVI) It replaced an old Viewsonic 17' 4:3 (connected via VGA). I recently got a new monitor, just your basic Acer 22' 1080 job (connected via DVI).
